This program is called Proloquo2go and I have used it as a communication tool for a 10 year old boy with Down syndrome. He could mutter some words but most people couldn't understand him. I introduced the iPad and the program and he started to communicate much more clearly. He was only learning when my time at that school was done but I would be very curious to see how he is making out now. You can program it to say anything you want and organize the information in multiple layers. You can get as simple or as complicated as you like. The program is very expensive but you can try it out through assistive tech at the HRSB.
